From November 28, 2001 to January 26, 2002, the National Gallery of Armenia hosted an exhibition of handicrafts created by the beneficiaries of the NGO "Abode of Life". The exhibition was the result of a project funded by the OSI Assistance Foundation Armenia Office. The vocational program supported the integration of disabled children with their peers. Over a period of ten months, the Arts School within the M. Sebastatsi Educational Complex hosted a group of disabled and able-bodied children aged 9 to 20 who came from vulnerable families. Two or three times a week, the children studied arcitecture, pottery, carpet weaving, lace making, jewellery making and sewing. Vano Dadoyan, Chairman of the "Abode of Life" NGO, most values the social and psychological aspects of the project. "Friendly relationships between the disabled and able-bodied children were not only formed, but were also maintained after the end of the project", he says. Continuing its series of construction activities in Artsakh, the NGO Land and Culture Organization (LCO) initiated a number of new activities in 2001. During the months summer months of June to September, nine Armenian volunteers from France and the US worked hand in hand with the local construction crews to rebuild the Therapeutic Department of the Shoushi Hospital. In July and August, thanks to the work of 16 volunteers from the US, Canada and France, the entrance, roof and gymnasium of the elementary school in the village of Tatev were rebuilt. LCO plans to rebuild the secondary school in 2002. On December 20, 2001, the Center of Peace and Democracy organized a roundtable discussion on the topic "NGO-Media cooperation: Supporting democracy". Participants included representatives of NGOs, the media, the National Assembly and the National Academy of Sciences. One of the hoped-for results of the event was to assess the status and level of NGO sector and Media interaction, in order to determine any issues that may hinder cooperation and to identify improved avenues for dialogue. Some of the issues discussed were: Directions and experiences of NGO-Media cooperation; Assessing the Government-NGO sector-Media interrelation; NGO sector-Media dialogue: problems connected with access to information; Media coverage of the activities of women's NGOs. The Armenian Assembly of America (AAA)'s NGO Training and Resource Center (NGOC) announces its 2002 research grants competition for local NGOs. These grants are made possible through funding from USAID and serve to promote research in the social reform field in Armenia. The AAA NGO Training and Resource Center announces its 2002 travel grants competition for indigenous NGOs providing social and primary health care information and services to participate in relevant conferences, workshops and other events to take place in other countries. On January 24, 2002, "Anna" Consumers' Rights Protection Association convened a roundtable within the framework of the project "Campaign for adoption of a Law on the Protection of Patients' Rights. The project is made possible with funding from World Learning and aims to influence public policy in order to improve the protection of patients' rights. Three organizations -- "Anna" Consumers' Rights Protection Association, the Union of Consumers' Rights Protection and the Environmental Public Advocacy Center -- have formed a coalition to run an active public campaign: they organize roundtables and discussions; present lectures for university students; and disseminate booklets. Participants of the January 24 roundtable -- representatives of non-governmental, governmental and political structures -- discussed the protection of patients' interests and rights, as well as the responsibilities of medical institutions and personnel. During the period January to November, 2001, the AAA NGO Center tracked local press coverage of the activities of local NGOs and state/private/international institutions working in the social and health care spheres. Seven Armenian newspapers were studied: Hayastani Hanrapetutyun (Republic of Armenia), Azg (Nation), Yerkir (Country), Aravot (Morning) and Zhamanak (Time) dailies in Armenian, Golos Armenii (Voice of Armenia) and Novoye Vremya (New Times) bi-weeklies in Russian, and Noyan Tapan Highlights weekly in English. The activities of NGOs providing social and/or primary health care services and/or information were mentioned 109 times, which represents 17.8% of the overall NGO coverage. The legal, professional and material bases for the activities of NGOs in these spheres are still limited (unlike those of the state bodies), and the state and international institutions still have a dominant role in the resolution of social and health care problems in Armenia. As for the coverage of the activities of non-governmental organizations, each media outlet had its preferred NGOs or types of NGO activities. Thus, the following newspapers frequently referred to the following sectors: Hayastani Hanrapetutyun-professional associations, sports and cultural NGOs, social issues and processes; Aravot- human rights NGOs; Yerkir- sport unions and organizations dealing with national heritage issues; Azg- NGOs involved in economic development, humanitarian assistance and various professional associations; Novoye Vremya and Golos Armenii- health care, human rights and refugee issues, and Noyan Tapan Highlights- professional associations, arts and human rights organizations. In the newspapers studied, some ten items referred specifically to the activities of the AAA NGO Training and Resource Center. It is noteworthy that the increase in quantity of items covering the activities of NGOs and state, business and international institutions operating in social and health care spheres was paralleled by an improvement in the quality of the materials. Newspapers published a number of letters to the editor and articles submitted by NGOs as independent experts. The extent of journalists' understanding and usage of professional terminology peculiar to the NGO sector also increased. The NGO Training and Resource Center formally celebrated the fifth Anniversary of its collaboration with UNHCR with a reception at Tekeyan Center, January 25, 2002. Since 1997, five annual joint programs have strengthened the capacities of 30 non-governmental organizations (NGOs) based in the Yerevan, Vayots Dzor, Ararat, Shirak and Tavush regions. The targeted NGOs address the social and protection needs of refugees, asylum seekers and those who are acquiring citizenship. Program activities have included NGO management training, strategic planning consultancies, open dialogue events and funding for programmatic and capacity building purposes. Guests at the January 25 event included representatives of local and international organizations, local authorities and the Media. The program featured speakers from UNHCR, the NGOC Director and beneficiary NGOs. In his remarks, UNHCR Armenia Representative Lloyd Dakin stated "Today, we are glad to see a core group of local NGOs, capable of effectively addressing the problems faced by refugees and migrants, as well as contributing to the development of their communities". LEGAL ASSISTANCE TO VULNERABLE GROUPS IN KOTAIK REGION
The project "Legal assistance to vulnerable groups in Kotaik region", implemented by the NGO "Family and New World", has concluded. The project enabled the NGO to provide free legal assistance and information to vulnerable groups throughout the Kotayk region. For the past year, more than 300 families with many children, lonely elderly, disabled and unemployed benefited from the legal consultancy services offered by the organization in Abovyan and six regional villages. A library offering access to brochures on RoA Laws, legislative documents and video casettes aimed at raising the legal awareness of project beneficiaries. The library was created earlier in 2000 with the assistance of Eurasia Foundation and has been replenished during the project implementation. The International Union of Armenian Advocates partnered with the NGO "Family and New World" for the duration of the project. The grant was provided by Chemonics International with funds from USAID.

MAKING MILITARY SERVICE SAFE
On February 7, 2002, the Tekeyan Center was the site of a presentation of the brochure "Safe Military Service" published by the NGO "Zinvori Mair" (Soldier's Mother) Charitable Committee of Armenia with the assistance of the OSI Assistance Foundation Armenia Office and the Constitutional and Legal Institute. The brochure targets soldiers serving in the RoA National Army to assist formation and regulation of legal military-civilian relations. The publication contains pieces from the RoA Constitution, RoA Law on Military Service, Disciplinary Charter of the RoA Armed Forces, as well as important contact information. The brochure will help military personnel learn about their rights and responsibilities, while shedding light on frequently asked questions. Participants at the launch of the brochure - including representatives of non-governmental and governmental structures-emphasized the importance of the initiative, which is a positive step towards ensuring that human rights are respected in the military.

FIRST PROFESSIONAL SOURCE OF PHARMACEUTICAL INFORMATION IN ARMENIA
The Youth NGO "Pharmprogress", as part of the "NGO Capacity Building Program" initiated the AAA NGOC, has created the first professional source of pharmaceutical information in Armenia to fill the serious information gap in this field. The source contains pharmaceutical encyclopedias published during the past two years, literature on pharmaceutical economy and relevant software. The information targets pharmacists-students and related economic structures-drugstores, pharmaceutical resources- involved in the field. The NGO "Pharmprogress" plans to add to the information available with the inclusion of international pharmaceutical magazines.

NGO FORUM ON REFUGEES
The newly created NGO Forum on Refugees brings together nine NGOs that focus on refugee issues and strives to unify efforts directed at the social and legal protection of refugees. The primary goal of the forum is to assist with the repatriation and social integration of refugees, employment creation and protecting the right of refugees to move about freely in search of asylum. The forum two main priorities are the provision of jobs to refugees and bridging the gap between the local and refugee populations in terms of their differing cultural and domestic traditions - socialization processes. The forum also plans to establish regional and international ties with other organizations working on developing peace and well-being in the South Caucasus.

SOCIAL PARTNERSHIP PRIORITIZED
On January 18, 2002, the Armenian Social Transition Program (ASTP)/Counterpart Foundation organized a workshop on Social Partnerships where Lori Marz NGOs discussed cooperation on problems within the social sector. In addition to the organizations in attendance, workshop participants included staff of the Marzpetaran (Governors Office) and the Kaghakapetaran (Mayors Office). The workshop introduced the concept of Social Partnerships to Lori Marz NGOs with a priority focus on cooperation with the Marzpetaran and Kaghakapetaran. The discussion was facilitated by the ASTP/Counterpart representative and covered such issues as the legal environment, possible obstacles to partnership, how to develop specific social partnership projects, and possible sources of funding. As a result of the workshop, a group of NGOs will conduct a needs assessment with the local authorities to jointly identify the needs of the most vulnerable populations. This will lead to the development of projects managed and operated by NGOs and facilitated and encouraged by the local authorities.

ARMENIAN CONSUMERS' RIGHTS PROTECTION UNION OPPOSED TO GENETICALLY MODIFIED ORGANISMS
The Armenian Consumers' Rights Protection Union (CRPU) has tabled a motion asking the World Food Summit to consider a moratorium on food enhanced by genetic modification when the Summit convenes in Rome this June. The motion was made during an internet conference last month and is supported by NGOs from Bosnia and Slovenia. "Big harvests are more and more often reached not on the fields, but in scientific laboratories," says CRPU president Abgar Eghoian. "And the moratorium issue is gathering global momentum. Of course, the size of food products grows, but these same products also become extremely dangerous for the environment and for people's health. It is impossible to ignore this threat any longer." The motion as tabled demands that further scientific research be conducted to determine the extent of the hazard presented by genetically modified organisms.

ON THE INITIATIVE OF NGOs, AMENDMENTS ARE MADE TO THE ROA LAW ON SOCIAL PROTECTION FOR THE DISABLED
On February 21, 2002, a coalition of six local NGOs dealing with disability issues convened a roundtable with the participation of representatives of local and international NGOs and public structures. The meeting was to discuss the amendments and additions to be made to the RoA Law on Social Protection for the Disabled. The initiator was the NGO Coalition within the framework of the "Integration of the Disabled into Society" project, funded by World Learning. The main speaker of the roundtable was National Assembly deputy Viktor Dallakyan, who assists the Coalition in lobbying activities in the National Assembly. He presented the basic approaches, principal issues and criteria, that have been considered in the process of making amendments and additions to the draft law. The participants also heard representatives of Ministries and international organizations emphasize the importance of adopting the new law in the process of integrating disabled persons into society.

NGO PROMOTES INTEGRATION OF REFUGEES INTO ARMENIAN SOCIETY
The project "Advanced Knowledge on Refugee Rights and Civil Rights in a Democratic Society" was recently implemented by the League for Assistance to Armenian Refugees, in partnership with the Armenian Constitutional Rights Protective Center. The goal of the project was to raise the level of legal awareness of refugees living in the Gugark, Ararat and Vardenis regions, to promote dialogue with authorities on basic legal issues and to create community centers. A brochure "Find Yourself in Armenia", covering basic national and international legal documents, has been published and disseminated among the beneficiaries. During the seminars and encounters with the authorities, the beneficiaries' level of legal awareness on state policy and legislation on refugee issues was raised. Also, their activity level has been raised. As a result, legal community centers are functioning in the above mentioned regions, on the basis of which social and rights protection NGOs will be created. The project was implemented with funding support received from the Danish Refugee Council.

LAUNCHING OF THE BOOK "QUEENS OF THE ARMENIANS"
On March 1, 2002, the presentation of the book "Queens of the Armenians" was held in the Aram Khachatryan Museum-House. The English publication of the book was initiated by the Armenian International Women's Association (AIWA) within the framework of the project "Women for Conflict Prevention and Peace Building in the Southern Caucasus" implemented by the United Nations Development Fund for Women (UNIFEM). The book was written by historian Hayk Khachatryan and covers biographical sketches of 150 Armenian Queens, presenting them as active helpmates and wise advisors to their royal husbands. The launching of the book, on the eve of International Women's Day, was AIWA's effort to increase the visibility of Armenian women and promote their role in society. The book serves as a source of information and will foster research and publication about Armenian women.

FIVE YEARS OF INTEGRATION OF DISABLED CHILDREN
On February 15, 2002, the "Bridge of Hope" NGO celebrated its fifth anniversary. On this occasion, an event was organized and representatives of local and international NGOs were invited. In support of its mission, directed at integrating disabled children into society, "Bridge of Hope" has implemented and continues to implement a number of projects through social and psychological rehabilitation, advocacy and raising public awareness on disability issues. Some of these projects include:

A children's development center is functioning in Yerevan, where disabled children and those from vulnerable families learn life skills with the aim of their socialization and mental and physical development. They are taught English, music, arts and journalism;

A mobile theatre--unique in its type--is operating. Children of various social groups-disabled, non-disabled, refugees and those of disabled parents-form the troupe;

"Sunflower" magazine is being published by disabled and non-disabled children. It highlights issues of concern to children, as well as disability issues. The magazine is available at the NGO's office;

A model of inclusive education has been introduced into Yerevan secondary school #27, to involve children with special needs in the secondary education process.
In the course of the past five years, the number of the "Bridge of Hope" beneficiaries has reached 1 000, of which 600 are disabled children. The NGO has branches in Dilijan, Yeghegnadzor and Gavar.

MEETING BETWEEN ARMENIAN AND TURKISH WOMEN
On March 9, 2002, "Armenian Association of Women with University Education"(AAWUE) NGO organized a meeting between Armenian and Turkish women. The meeting was devoted to International Women's Day (March 8) and was aimed at developing collaboration and mutual understanding between women of Turkey and Armenia. Among the participants were representatives of National Assembly, National Academy of Sciences, NGOs, business sector, as well as journalists. They discussed issues related to the role of women in society, their involvement in politics and collaboration between women of both countries. The women emphasized that the development of a climate of mutual trust will contribute to the resolution of existing problems and expressed their readiness to contribute to the establishment of a regional dialogue.

MEDICAL SERVICES TO BE PROVIDED TO VULNERABLE GROUPS OF THE POPULATION
The "Armenian Charitable Foundation on Population Development" NGO has established the Yerevan-based private health institution "St. Mariam's Clinic" to provide primary health care and services to vulnerable groups of the population. Anyone, irrespective of age, gender or place of residence, can come to the clinic. The visitors may receive counseling, initial diagnosis and primary medical assistance on a variety of health issues, particularly on childbearing and fertility. The medical services and some of the medicines are provided to vulnerable groups free of charge. Ultrasound scanning and laboratory research are conducted in the clinic and, if necessary, references are provided to the patient to receive professional assistance from state regulated health programs. The project is implemented with funding support received from the charitable organizations "Sisters of Charity Ministry Foundation" (USA), "Caritas Armenia", as well as from a number of committed individuals.

"YEREVANIAN HIGHROAD" COMMUNITY DEVELOPMENT PROJECT LAUNCHED IN GYUMRI
In September-October, 2001, the Armenian Assembly of America's NGO Center conducted measurements of the community social capital of the "Yerevanian Highroad" district of Gyumri. Apart from the study of materialized infrastructures (public utilities, medical and consumer services) in the community, the survey, evaluating civic infrastructures, was conducted among 580 families of the community. Results of this phase of the community activities were presented on March 14, 2002 during the event organized in the "Yerevanian Highroad" district. The next components of the program were presented to the community members, local self-governing bodies, international organizations and Gyumri-based NGOs. Those components are as follows: 1) discussions with NGOs and community groups; 2) justification of community needs; 3) training for community groups and Gyumri-based NGOs; 4) grants program.

NGO PRESENTS VIDEO CLIPS DEVOTED TO THE "CONVENTION ON CHILDREN'S RIGHTS"
On March 15, 2002, in Yerevan's Cinema House, "Manana" Children's and Youth Cultural Union presented a selection of video clips, devoted to the "Convention on Chidlren's Rights". During the event, 24 advertising video clips, covering and highlighting principles and provisions of the Convention, were screened. The clips were produced on the initiative of the children from this NGO. They were part of the filming as well. The video clips are situational shots followed by corresponding articles of the Convention. The production was made possible through funding support received from the US Embassy in Yerevan and the US Department of State's Bureau of Educational and Cultural Affairs.

ONE MORE STEP IN THE ESTABLISHMENT OF MENTAL HEALTH IN ARMENIA
"Tatev-95" Psychological Support and Counseling Center has completed the implementation of its project "NGOs in Mental Health - Development and Network Project in Armenia", funded by the European Union. The goal of the project was to develop Armenian NGOs, working in the mental health field by their capacity building and involvement in a national network. During the project implementation, "Tatev-95" developed significantly as a counseling and training service providing center. Along with providing counseling to 1 200 beneficiaries, various professionals, students and NGOs were trained in the following topics: Stress Management; Interpersonal and Counseling Skills Development; Parenting. On the initiation of the Center, a family network of 16 local structures dealing with mental health issues was created. The areas of collaboration are as follows: information and experience exchange, mutual support, client referrals, as well as the establishment of new mental health services and development of existing services in other structures (particularly hospitals and schools) through training and supervision.

NGOs DEALING WITH REFUGEE/IDP ISSUES MEET IN TSAKHKADZOR
From February 27 through March 1, 2002, Caucasus Refugee/IDP (Internally Displaced Persons) Seminar was held in Tsakhkadzor within the framework of the Caucasus NGO Networking Program, implemented by the Danish Refugee Council with the assistance of FRESTA Secretariat of the Danish Ministry of Foreign Affairs and European Community Humanitarian Office. Participating in the seminar were representatives of NGOs from Armenia, Georgia, Azerbaijan, Abkhazia, Nagorno Karabagh, Southern Osetia and North Caucasus. The seminar provided an opportunity to come up with the results of the first phase of the program and discuss the second phase activities, particularly issues related to the creation, structure and decree of the Network's representative body. During the first phase (May 2001-May 2002) of the Caucasus NGO Networking Program, 14 partnership projects have been implemented at local and regional levels. The projects were aimed at raising the beneficiaries' level of awareness on their rights and promoting their participatory behavior. Also, the "Early Warning, Early Response System" (EWERS) was established to mobilize the network in case of emergency and to find quick and effective solutions. The "Infoterminal" (http://www.cringo.net ) program web site was developed as well. As a follow up to the Tsakhkadzor seminar, the decree of the Network's representative body is currently being discussed by the participating parties and will be finalized during an encounter in May in Baku, where the program objectives and activities for the second phase will also be finalized and a number of other issues, related to the second phase of the grants program, will be discussed.

SIX NGOs WILL PARTICIPATE IN THE "NGO CAPACITY BUILDING PROGRAM"
On March 19, 2002, "NGO Capacity Building Program", initiated by the Armenian Assembly of America's NGO Center, was launched. The goal of the program is to contribute to the development of local NGOs dealing with social and/or primary health care issues. The program encompasses the following components:
· "NGO Management" training including a series of lectures and workshops on such topics, as human and financial resource management; fundraising; planning and decision making; public relations, etc.;
· Individual consultancy services on strategic planning;
· Dialogue between representatives of NGOs, international organizations, public structures and mass media, to discuss problems, find ways of cooperation and exchange information;
· Executive Study Retreat, which will enable the participating NGOs to present their activities, discuss issues of concern and find joint solutions;
· Grants program aimed at capacity building of the participating NGOs.
The "NGO Capacity Building Program" participants are the following NGOs: Association of Children's Health Protection; Armenian Association of Family Physicians; "Lusatsir" Charitable NGO; "Green Way to Generations" Women's NGO; "Gifted Children" Charitable Foundation; "Armenian Habitat" NGO.

ARMENIAN CULTURE IS PRESENTED ABROAD
On the initiative of the "Armenian Teenagers' Cultural Union" NGO, the "Araks" Dance Group will participate in the First International Folk Festival to be held in Nepal from December 12 through December 18, 2002, and organized by the Nepal-based "Everest" International Organization of Cultural Preservation and Exchange. Aside from participating in the Festival, the Group will also perform in Hong Kong, Thailand, Nepal (Katmandu), China and at the Armenian College in Calcutta. Currently, the "Armenian Teenagers' Cultural Union" NGO is involved in program development and planning of the trip.
It is worth noting that on the initiative and supervision of this NGO, "Tatev" Dance Group of St. Echmiadzin and of AGBU Malatia Hayordats Tun, participated in the Aberdeen (Scotland) International Youth Festival from July 13 through August 31, 2001. On the occasion of the 1700th anniversary of the adoption of Christianity in Armenia, the group performed in 14 European countries and received a warm welcome not only by Armenian communities, but also by non Armenians.

CONSUMERS' RIGHTS PROTECTION IN THE SOUTHERN CAUCASUS
The Union of Consumers' Rights Protection develops the "Consumer's Voice" monthly supplement to the ,,Aaeiaie Yeni?ann" (Business Express) weekly. The supplement is published within the framework of the "Consumer Movement in the Southern Caucasus (Monitoring, Information Exchange and Advocacy)" regional project, implemented by the Union of Consumers' Rights Protection (Armenia), Union of Free Consumers (Azerbaijan) and 21st Century Union (Georgia) with the assistance of the Eurasia Foundation. This is the first serious step towards protecting the Southern Caucasus market from unsafe food, acting with legislative initiatives and informing the region's consumers about the current situation in markets not only in their countries, but also in the neighboring countries. The "Consumer's Voice" supplement, as well as the monthly radio programs aired by Armenian Public Radio, present the public at-large the monitoring process of the products, results of research and inform the consumers of legislative acts in this area.

RURAL WOMEN'S LEADERSHIP PROGRAM IN ARMENIA
From March 20-23, 2002, the regular workshop in a series of training courses for twenty women from bordering villages of Armenia was held within the framework of the "Rural Women's Leadership Project in Armenia". The goal of the project, implemented by the Rutgers State University (USA) and "Democratic Union" Center for Gender Research (Armenia), is to increase rural farm women's participation in needs assessment, policy making and leadership activities in the agricultural sector through the acquisition of relevant skills and knowledge. Through three cycles of training, the women will learn how to train other rural women, women's NGOs or community groups, analyze community problems, establish priorities and develop collective advocacy strategies and plans of action. The project will result in the creation of local and national coalitions of rural women and will lead to trans-border cooperation with interested Georgian parties to promote women's participation in the solution of problems in public policy and agriculture. The project is being implemented with the assistance of the US Department of State's Bureau of Educational and Cultural Affairs and USDA.

REHABILITATION TREATMENT OF DISABLED CHILDREN
The "Sakura" Charitable NGO has been awarded a 6280 USD grant from the Canadian Embassy in Russia to purchase equipment for rehabilitation treatment of disabled children. Through this project, "Sakura" will support 300 beneficiaries through treatment and social and psychological rehabilitation, as well as teach how to properly use prosthetic and orthetic devices in the "Orthes" Center. This initiative will enable the disabled children to become smoothly involved in processes vitally important to them.

"VALUING OLD AGE AS A COMMUNITY DEVELOPMENT STIMULUS"
This is the title of the project "Vanadzor and Sister Cities" NGO has recently begun to implement, with the assistance of USAID through World Learning. With the objective of addressing needs of the elderly, "Vanadzor and Sister Cities" has created an elderly community center, consisting of three working groups: organizational, informational and cultural. These groups will enable beneficiaries to become involved in community life and volunteering activities. A newsletter, highlighting the center's activities, will be published and a television program on the problems and contributions of the elderly will be aired on the local TV station. A roundtable and seminar are also planned with the participation of local self-governing bodies, representative body of the community, NGOs and Mass Media representatives in order to draw the interested parties' attention to the problems of the elderly. In addition, city events, entitled "Cultural Heritage as a Precondition for Dialogue between Generations" and "Honored Elderly of the Year", will be held. Upon completion of the project, it is expected that the elderly and those who will be involved in the Vanadzor community center activities, will be able to raise the quality of their lives thanks to social and work adaptation.

THE FIRST STEPS IN DEVELOPMENT OF THE MENTAL HEALTH POLICY
Mental Health Foundation, with the assistance of the British organization "Community Fund", has initiated a three-year project, aimed at developing an effective strategy for the mental health field by involving all interested parties in an active dialogue. The project envisions a series of training courses and seminars, site visits and other events.
On March 21-22, 2002, the first training course in the series was held in Tsakhkadzor, Armenia. The event was dedicated to the problems of the mental health field in Armenia. Presented were various models applicable to the field policy. European Covenant on Human Rights provisions, directly related to the mental health field, were clarified. Participants discussed issues related to civic groups' involvement in and influence on policy development and implementation processes and the creation of a network of interested parties. Participating in the course were representatives of local and international organizations and public structures, dealing with mental health and human rights protection issues. The proper policy carried out in the republic will contribute to harmonization in society and, if necessary, to the execution of rehabilitation and rights protection processes.

MONTH-LONG ACTION TO CLEAN UP THE HRAZDAN GORGE
From March 14 through April 14, 2002, the Association for Human Sustainable Development, Armenian Geographic Society and "Karavan 88" NGOs, in cooperation with the Yerevan Municipality, initiated a month-long action to improve the Hrazdan River Gorge. Every Saturday, representatives of NGOs and community members planted trees, set up litter bins and worked on general improvements. The initiative was carried out as part of the Hrazdan Gorge environmental project, funded by USAID through World Learning. In order to improve the ecological situation of the Gorge, a recreation area will be created, a summer camp for 400 schoolchildren in the community will be established, and the level of the public awareness on environmental issues of the Gorge will be raised through training courses in schools and brochures distributed to community members.

"ARMENIAN HABITAT" WILL WORK WITH TEN MORE FAMILIES
Due to successful fundraising and program implementation, "Armenian Habitat" Charitable NGO will support ten more families to finish construction of their semi-built houses. During the past two years, "Armenian Habitat" has assisted ten vulnerable families in the Yerevan, Aragatsotn, Armavir, Armavir, Ararat and Kotayk regions to buy, repair and finish semi-built houses. Families, competitively selected, are provided with long-term and interest-free loans in the form of construction materials. Construction is done by family members and NGO volunteers. Similar activities will loosen the material polarization of the population in the republic, through solution of the housing problem. "Habitat for Humanity International" assists the local NGO in implementing this activity.

ART KNOWS NO BOUNDARIES
To contribute to the self-establishment and vocational orientation of children in boarding schools, the Charitable Foundation "Gifted Children", with the assistance of the OSI Assistance Foundation Armenia Office, has implemented a project entitled "Selection of the Road". Over the course of eight months, under the supervision of a psychologist, drawing, sculpture, theatre and gobelin weaving classes were held twice a week in three Yerevan based boarding schools of Yerevan. During project implementation gifted children (from disabled and non-disabled groups) were selected to continue the classes in an integrated group. As mentioned by Armenak Aknuni, Project Coordinator, "The fact, that the almighty language of the art completely eliminated shyness between children of various abilities, is noteworthy".

FOR COMMUNITY DEVELOPMENT
"Center for Social and Economic and Legal Reforms" NGO implemented the "Healthy Lifestyle" project, aimed at revealing personal and community needs of families living in temporary dwellings of the First Housing District in Vanadzor. Information, obtained from survey results, will enable the NGO to clarify social and primary healthcare needs of the community and consequently provide effective services. The survey results will form part of the community policy plan. If successfully implemented, there will be a better living environment for the community.

On April 19, the "Civil Society Development Union" NGO presented its "Human Rights in Armenia" website. The website was developed with financial support received from the OSI Assistance Foundation Armenia Office and is aimed at creating a common information framework in the field of human rights protection. The site contains articles and news on human rights protection issues, corresponding legislation, as well as announcements on international events and funding opportunities. The site presents a database of local NGOs dealing with human rights issues. With a login name and password, the database will enable the NGOs to regularly update information related to them. "WOMEN IN ARMENIA: RECOGNIZING THE PRESENT, PLANNING FOR THE FUTURE"
This was the title of the campaign, initiated by the Women's Republican Council from March 8 to April 7, 2002, in Yerevan and all other marzes of Armenia. The goal of the action was to emphasize the valuable contributions, that women make in Armenian communities. Special emphasis was given to the increased attention among the residents of Armenia to the particular concerns facing the women of the country, increased recognition of women's issues in Armenia and active participation by women in public life on local, regional and national levels. The campaign included the following events: Community meetings with famous local women; Various free-of-charge professional services for and/or by women; Meetings between women and government officials; Charitable activities; Concerts and exhibitions; Round tables, community forums, workshops, television and radio programs and legislative initiatives on women's issues. The participants were varied: families; representatives of local, regional and state authorities, cultural, educational, health and social welfare institutions, women activists and officials, NGOs, international organizations, mass media, businesses and youth.

DEVELOPMENT OF AGRO-TOURISM IN THE FOCUS
"Development of Eco-Agrotourism in the South Caucasus", a regional project implemented by Ecotourism Association (Armenia), "Pilgrim" NGO (Azerbaijan) and Agrotourism Association (Georgia), with the assistance of Eurasia Foundation, is underway. The goal of the project is to contribute to the development of tourism in regions, which will stimulate the development of rural communities, protected areas and regional small and medium tourism enterprises. Of particular concern are farms and rural communities, that have health and cognitive significance for their environmental and climatic features, historic and cultural monuments and customs. The project envisions the development of a database, website and journal-guidebook, with comprehensive information on eco-agrotourist resources of the region. These resources are natural and cultural heritage, including protected areas, agrotourist farms, rural houses, food units, tourism centers and hotels. Also, a list of joint eco-agrotourist routes will be compiled. All this will be provided to private tourist structures.

"OVASIS" STUDIO FOR DEAF YOUNG PEOPLE
On April 23, 2002, the 150th performance of the trainees of the "Ovasis" Theatre-Studio of Pantomime took place. In this Studio, founded by the "Kamk ev Korov" NGO in 1998, young people-both hearing impaired and non-hearing impaired--are taught actor's mastery, pantomime technique, acrobatics and dance by skilful artists-pedagogues. As a result, the hearing impaired young people not only rid themselves of complexes, but also became spiritually developed. Mary Pahutyan, President of the NGO, emphasizes the integration of the disabled young people with their non-disabled peers. "Today, both disabled and non-disabled trainees of the Studio have reached a mutual understanding, easily communicating with one another", says Ms. Pahutyan. The deaf children's dance group functions within the framework of the Studio. The group regularly performs during festivals, aired by the Prometevs and AR TV Stations. Another example of the success of "Kamk ev Korov" is the exhibition of paintings and ceramics created by hearing impaired and non-hearing impaired young people of the Ceramic Studio, founded by the NGO. The British organization OXFAM, the Dutch NOVIB, as well as OSI Assistance Foundation Armenia Office assist the NGO in its activities.

ONE YEAR OF ACTIVITIES OF THE "YOUTH CENTER"
For already a year, through the efforts of the "For Family and Health Association" NGO, its "Youth Center" has been functioning for juveniles, young people and newly married couples. The Center's doctors-pediatrician, dermatologist-venereologist and gynecologist-conduct free medical examination, as well as provide counseling on issues related to juvenile puberty, sexual and reproductive health and family planning. In the center, seminars and meetings are held for juveniles, young couples, parents, teachers, medical workers and community members on topics concerning sexual and reproductive health protection. A library is also available for visitors. "For Family and Health Association" NGO conducts this activity with the assistance of the International Planned Parenthood Federation, whose European Network's member is the NGO.

PARTICIPATION OF THE "GREEN WAY TO GENERATIONS" NGO IN THE CONFERENCE ON COMMON FUTURE
From March 14 through March 17, 2002, the "Women in Europe for a Common Future" conference was held in Prague. Women from 30 nations of Western, Central and Eastern Europe, CIS Countries and Central Asia met to express their concerns to World Leaders preparing for the UN World Summit on Sustainable Development, to be held in Johannesburg, from August 26 through September 4, 2002. Karine Manukyan of the "Green Way to Generations" Women's NGO participated in the conference and presented the topic "Biological Essence of Sustainable Development." Ms. Manukyan also participated in working groups, entitled "Health and Environment" and "Biodiversity and Genetic Technologies" and offered suggestions on the significance of educational programs on environment, primary and reproductive health, as well as on the hazards of Genetically Modified Organisms. These and other presented issues were later summed up and included in a Statement, developed by the conference participants. INTERNATIONAL CONFERENCE ON REGIONAL SECURITY ISSUES
The "Institute for Civil Society and Regional Development" NGO (ICSRD) organized an international conference entitled "Shaping an Environment for Peace, Stability, and Confidence in South Caucasus. The Role of International and Regional Security Organizations", on April 25-26, 2002. The Conference assembled politicians, researchers, state officials and NGOs from Armenia, Azerbaijan, Georgia, Iran, Germany, Greece, Russia, Switzerland, Turkey and UK. The Conference provided an opportunity for participants to discuss, in a professional environment, regional and international policy issues, various manifestations and perspectives of geopolitical transformations, as well as possibilities of creating an environment of security and trust. The sessions covered the following topics: Security Environment in the South Caucasus after the Dissolution of the USSR: Realities and Challenges; The New Security Challenges and the Role of International and Regional Security Institutions; Effective Mechanisms and Directions of Regional Security Institutions Activity in the New Security Environment: Prospects and Limitations. Conference results were summed up during a roundtable discussion, reviewing the participants' positions and identifying possible ways for their implementation.

WITHIN THE COOPERATION FRAMEWORK OF THE “TATEV 95” CENTER
One of the basic activities of the “Tatev 95” Psychological Support and Counseling Center is organizing training programs. These courses cover communication, counseling, stress management and other topics for organizations supporting people. Since 2001, on a voluntary basis, “Tatev 95” Center has cooperated with the St. Hovhanness Church in Yerevan; their goal is to create a hospice. The Center conducts training courses on developing communication skills, self-protection and the creation and application of an assistance system for 16 parishioners who will later apply this knowledge in assisting bedridden people or those in the final stages of their illness. The Center will also conduct supervision to provide professional assistance to the group. The cooperation established between the “Tatev 95” Psychological Support and Counseling Center and the St. Hovhanness Church will continue.

“NURTURING NGO DEVELOPMENT AND PEACEFUL CO-EXISTENCE IN THE CAUCASUS” IN PROGRESS
A workshop for Canadian Feed the Children’s (CFTC) regional partners took place on April 16-18, 2002 in Borzomi (Likani), Georgia, within the ”Nurturing NGO Development and Peaceful Co-existence in the Caucasus” program, implemented by CFTC. The program is designed to support the growth of a tolerant civil society in the South Caucasus through non-governmental organizations. The workshop provided program partners a forum to discuss and summarize the results of the program’s first two years, as well as an opportunity to share information and lessons learned on general developments of the program in each of the countries. Discussions and presentations focused on changes in the institutional capacities of each partner organization, how well the Program was integrated into general activities of partner organizations and recommendations for improvements. A special session was devoted to the impact of the program and to future plans. The NGO Center representative conducted a training session “Understanding the Concept of Gender” -- for interested participants. VANADZOR CHILDREN WITH DISABILITIES ARE PROVIDED WITH CRUTCHES
On May 6, 2002, PADCO/Armenia Social Transition Program facilitated the launch of a Social Partnership Micro Project in the city of Vanadzor in Lori Marz (Region). Fifty needy children with disabilities were provided with crutches in a collaborative effort by the NGO “Union of Doctors and Engineers”, the Social Assistance Department of the Marzpeteran (Regional Governor’s Office) and the Mayor of Vanadzor. Initially, fifty children in need of crutches had been identified. They were confined to their homes and could not go to school and lead a normal life. The crutches, manufactured by the Yerevan based NGO “Union of Doctors and Engineers” within the framework of this project, were distributed to the beneficiaries free of charge. “The work with the local authorities was successful. Such collaborative efforts make a great deal for improvement in the conditions of the beneficiary families,” Asya Khachatryan, Chairwoman of the NGO said.

THE PROJECT CONTINUES BEYOND THE FUNDING PERIOD
The “Center of Youth Legal and Social Support” NGO implemented the “Accessible Rights” project for the period January 5, 2001 - January 5, 2002, with the assistance of USAID/Chemonics International Inc. and with co-funding, received from the All Armenian Youth Foundation. The goal of the project was to provide free legal assistance to residents of Yerevan aged 50 years and more. The Center involved beneficiaries from various regions of Armenia in the project. Moreover, the NGO organized seminars, visited bedridden lonely elderly—clarifying legal issues of concern, turned to various state structures, developed civil suits, requests and mediations and went to court to protect the beneficiaries’ rights. Due to the high demand for its services, the “Center of Youth Legal and Social Support” NGO plans to continue its activities and involve more beneficiaries after the project implementation phase, and based on the internal resources of the organization. During the implementation of the grant program, the NGO has gained many new partners and established new contacts. Due to the expansion of the project, the NGO is seeking new funding sources for effective and wide-ranging activities.

“CAUCASUS 16 DAYS AGAINST GENDER VIOLENCE”
This was the title of the regional seminar attended by more than 50 representatives of NGO and state structures of Armenia, Azerbaijan and Georgia, held in Tbilisi from April 29 through May 1, 2002. The seminar was organized by the British “WomenAid International”, within the framework of the project “Caucasus 16 Days Against Gender Violence.” Presented at the seminar were projects, implemented within the framework of the campaign “Caucasus 16 Days Against Gender Violence.” Also, strategic planning for the year 2002 was conducted. As a result of the three-day seminar, the participants unanimously voted for the creation of the Caucasus Gender Institute. This structure will facilitate collaboration on gender-related issues by experts and specialists representing NGOs from the Caucasus region. Participants focused on cultural and regional dimensions of violence against women including trafficking. Government and United Nations representatives discussed strategies to combat violence against women and media professionals shared their expertise on how to maximise media impact of campaign activities.

DEMOCRATIC SOCIETY THROUGH CIVIC EDUCATION
To formulate democratic culture and a corresponding consciousness among young people, the “Institute for Democracy and Human Rights” NGO initiated a six-week-long training course on April 15, 2002. The course was held within the framework of the project “Strengthening the Development of Democracy through Civic Education” and was attended by young people aged 20-30 having various specialties and occupations. The training course focused on two separate topics: “The Human Being, Right and Society in Armenia: Modern Viewpoints on the Formation of a Democratic State and Civil Society and of Human Rights Issues” and “Democracy in Armenia: Problems and Perspectives of its Establishment.” The course will be conducted periodically over the next two years.

SOCIAL PARTNERSHIP On June 12, 2002, Hotel “Metropol” hosted “Social Partnership” Roundtable/Discussion, jointly convened by the RoA National Assembly (NA), AAA NGO Training and Resource Center and the International Center for Not-For-Profit Law (ICNL). The event was designed to contribute to the process of forming the legal mechanisms of social partnership in the Republic of Armenia. The significance of legal mechanisms of social partnership is in the more effective provision of social services and focused use of resources, as a result of which, the alleviation of social problems and poverty reduction will become more real. Participating in the roundtable were representatives of Armenia’s National Assembly, Government and local self-governing bodies, NGOs, international organizations and other interested parties. The agenda included presentations by the Chairman of the NA Permanent Committee on Social, Healthcare and Environmental Issues; Deputy Minister of Justice; Deputy Minister of Social Welfare; Head of the Policy Department of the Ministry of Health; Chairman of the Social Welfare Department of the Lori Mayor’s Office. Experts invited from international organizations presented the experience of other countries in transition, as well as best practices of NGO-Government cooperation. Representatives of local NGOs spoke on factors hindering sectoral partnership and specific best practices of NGO-Government cooperation. On May 8, 2002, the Lori Marz Mayor’s office, with the assistance of the Social Partnership Vanadzor Advisory Group (SPVAG), organized the “Government-NGO Collaboration Talk Show”, aimed at highlighting local initiatives in collaborative activities. It was also an opportunity to bring a dialogue between NGOs and local authorities. The topic of the show was an assessment of current and proposed collaboration between government and NGOs in Vanadzor. Results of a survey, conducted by SPVAG among 32 NGOs in March 2002, gave heartening evidence of real partnerships in the areas of provision of work conditions, information, financial assistance and human resources. Discussions between the representatives of local authorities and NGOs developed around such possible areas of partnership as, care for the elderly, the problems of street children, women in abusive relationships and the rural poor. During this live program, broadcast by the Lori Marz TV channel, there was a high level of public interest towards the issues discussed. These questions and remarks will be analyzed by the SPVAG and used in developing future programs and public education activities. This high level of public interest in this type of Government-NGO collaboration is regarded as “a step forward” in enhancing delivery of social services. On June 17 – International Day Against Waste Incineration – 125 environmental groups and NGOs in 53 countries took action, challenging their governments to put a stop to the deadly practice and find new solutions to the problem. The "Armenian Women for Health and Healthy Environment" (AWHHE) NGO joined this movement by broadcasting a video clip “Do Not Burn the Trash” on ''Prometevs'' TV channel on June 17. Currently, in Armenia trash is burned in open landfills. This has a negative impact on human health and the environment. AWHHE conducts information and education campaigns on Persistent Organic Pollutants (POPs) issues, publishes posters, booklets and other information materials. Armenia has signed the Sixth Intergovernmental Negotiating Committee’s Convention on POPs. The Convention is to eliminate the most persistent toxic substances and to recommend the use of substitute techniques to avoid the generation of POPs. However, the Convention will come into effect only after its ratification by 50 countries. On June 18, 2002, the Armenian Association of Young Lawyers unveiled the website of 15 member organizations of the Coalition NGOs providing free legal services and/or information. The website — http://legalaid.am – highlights the activities of the above mentioned NGOs. The NGO Coalition was formed in November, 2001 at the initiative of the Armenian Association of Young Lawyers and its goal is to contribute to raising of population’s level of legal awareness, and to the development and expansion of free legal services. The website has been developed within the framework of the “Cooperation” program, implemented by the NGO Coalition with funding support received from Chemonics International Organization. The NGO Coalition has worked out regulations to conduct more centralized activities. Psychiatrist Samvel Margaryan, Board Member of the NGO “Psychea” Association of Mental Health” was recently awarded an NGO Center travel grant to attend the 9th International Congress of the International Federation of Psychiatric Epidemiology, held May 12-15, 2002 in Canada. The Congress was entitled “Mental Health Problems In Primary Care: From Research To Practice”. On June 20, Mr. Margaryan presented the literature and ties established with foreign colleagues and relevant international organizations to members of the “Psychea” NGO and representatives of NGOs, acting in the field of mental health. Mr. Margaryan spoke on the significance of improving the relations between mental health protection and primary healthcare, as well as possible models of cooperation between psychiatrist/family physician and patient. “I particularly emphasize “Psychea” NGO’s direct acquisition of international scientific and practical experience, which will make our NGOs activities scientifically more justified and our organization more purposeful in the field of mental health,” said Mr. Margaryan during his presentation. The “Community Based Socio-Healthcare Program for the Elderly”, implemented by the “Mission Armenia” NGO, is currently underway. Within the framework of the program, a socio-healthcare community center for the elderly in Ararat region (Artashat town) and a soup-kitchen (Ararat town) have been established. The opening ceremony of the center and the soup-kitchen took place on June 11 in Artashat. The center-complex consists of a social service center, a training resource center, a medical post and a soup-kitchen. The program is being implemented in Yerevan, as well as the Ararat and Kotayk regions and envisions the establishment of three socio-healthcare centers and four soup-kitchens. In addition, in-home socio-healthcare services are to be provided to the elderly. The program is aimed at jointly solving the problems of the elderly through mobilizing community efforts in cooperation with local self-governing bodies. The program is being implemented with the assistance of UNHCR, the Swedish Government (SIDA/SMC/CARITAS) and the Swiss Agency for Development and Cooperation. On June 2, 2002, 12 Armenian NGOs of the Kura-Araks Coalition held an event in Yerevan within the framework of the “Three Shores of One River” Program. The goal of the event was to draw the population’s attention to the protection and restoration issues facing this eco-system. The Kura-Araks Coalition was established in 1999 and unites almost 100 NGOs of Armenia, Azerbaijan and Georgia to develop joint approaches on the issues of water usage, protection, monitoring, information exchange, etc. On the initiative of the Coalition, every year, June 2 is celebrated as Protection Day of Kura-Araks Rivers. This year, June 2 was first celebrated in Armenia on the initiative of the local NGOs “Ecological Survival” and “Environmental Public Advocacy Center.” Posters were designed and hung on central streets of Yerevan. Calendars on the protection of water resources were published and distributed among the population in crowded parts of the city. Armenian Sociological Association and Sakharov Fund for Human Rights Protection, Progress and Benevolence, with the assistance of the International Organization of Migration, implemented a project focused on researching selected national, religious and sexual minority groups in Armenia. The goal of the project was to reveal problems faced by the above-mentioned groups in Armenia and suggest possible solution. As a result of the research, “Selected Groups of Minorities in Armenia” Report was published, the presentation of which was held on June 21, 2002, in the UN Conference Hall. The report presents the real picture of the life of national, religious and sexual minorities, statistical data, detailed analyses of relevant legislation and expert opinions on solving the problems of the minorities. NGO CONTRIBUTES TO THE LEGAL REGULATION IN THE FIELD OF MENTAL HEALTH
On July 12, 2002, “Mental Health Foundation” NGO organized a roundtable to discuss the draft Law on “Mental Health”. This draft legislation has been developed by a group of experts convened by the Foundation and comprised of various professionals: psychiatrist, psychologist, legal specialist, social worker and human rights specialist. The group has endeavored to incorporate the basic principles of psychiatric treatments in a single document, which was then presented to the roundtable participants (professionals in the field of mental health, representatives of local and international organizations, as well as scientific institutions.) The speakers focused on the main statutes, articles, conceptions, relevant norms and standards, as well as principles of legal regulation in the field of mental health reflected in the Council of Europe documents. Through questions and answers, the roundtable participants clarified issues of concern and offered suggestions. These were summarized by the “Mental Health Foundation” and finalized during another discussion on July 26. The Foundation has also founded the “For the Sake of Mental Health” Coalition, which has united nearly 25 committed NGOs to conduct lobbying activities.

“WOMEN’S MOVEMENT IN ARMENIA: PRIORITIES AND DEVELOPMENT STRATEGY”
This was the title of the national conference, organized by the “Association of Women with University Education” NGO (AWUE) in Tsakhkadzor on July 4-7, 2002. The conference brought together representatives of 29 AWUE regional branches, other NGOs and international organizations, scientific institutions, authorities and Mass Media. Within the framework of plenary sessions and working groups, the following issues were discussed:
- women’s political and civic participation as a factor for the establishment of democracy; women in the system of executive governance and decision making; electoral processes;

NGO CONTRIBUTES TO THE CREATION OF A MEDICAL COMPLEX IN STEPANAKERT
Professional members of the “Union of Doctors and Engineers” NGO conducted a project analysis of polyclinic to be constructed by the All Armenian Fund in Stepanakert, Nagorno Karabagh. As a result of a situational analysis, appropriate structures and activities were proposed. The calculations, justifications and suggestions were summed up in a single document, which was approved by the Nagorno Karabagh Government and the All Armenian Fund. Thus, through minimal expenses, a medical complex will be constructed in Stepanakert with a polyclinic, diagnostic center and a hospital to commonly utilize material, financial and professional resources.

PARTICIPATION OF AAA NGO CENTER IN CAPE TOWN CONFERENCE
July 7-10, 2002, the 5th international conference of the International Society for Third Sector Research (ISTR) was held in Cape Town, South Africa. Over 230 ISTR members-theoretical and practical researchers-participated in the conference, which included professional development workshops, regional network meetings and almost 80 thematic sessions. These events were devoted to cooperation issues of academic professionals and the NGO sector, peculiarities of regional developments, modern theory of civil society and functional issues of practical models. In the limelight were issues of NGO sustainablility-structure, space, values, impact indexes and comparison of results of research conducted in various countries. Participating in the conference was the NGOC Researcher, who presented the paper “Practice-Researches in Social Transformations in Post Soviet Countries, Challenges. Practice of Armenia.” Also, during a professional development workshop, NGO Center Research Initiatives of the past two years were presented. The NGOC community program, as well as related research, training and organizational activities, were presented within the framework of the “Social Capital and Community Development” working group.

EVENT DEVOTED TO THE INTERNATIONAL DAY IN SUPPORT OF VICTIMS OF TORTURE
For already five years, the international community marks June 26 as a day to support victims of torture. Since 1991, the “Fund Against Legal Arbitrariness” NGO has been dealing with finding hostages and war prisoners, as well as their medical and psychological rehabilitation. Those, who have experienced torture and violence in the army and jails are a primary focus for the NGO. Since 1999, at the initiative of this NGO, the Armenian Rehabilitation and Development Center for victims of torture has been operating. The Center has served almost 500 beneficiaries, who have undergone a full course of medical and psychological rehabilitation, and have received social and legal counseling.
To draw society’s and the authorities’ attention to the problems of victims of torture and violence, on June 27, the “Fund Against Legal Arbitrariness” NGO convened a meeting between representatives of interested public and non-governmental structures, as well as family members of freedom fighters. The participants called upon the society to unite efforts in revealing and punishing the perpetrators of such crimes and preventing similar acts.

THE PHENOMENON OF FAMILY VIOLENCE IS STUDIED BY NGO
On August 1, 2002, the Tekeyan Center hosted a presentation of the Family Violence in Armenia: Sociological Research book, published by the Akunk Center for Ethnosociological Research. The publication was made possible with the assistance of “World Learning” through funding provided by USAID. Authors of the publication introduce the problems of family violence in Armenia and suggest specific solutions. Their research is based on results of surveys conducted with 1,626 interviewees in 17 urban and rural areas of 11 regions of Armenia, 341 experts representing governmental and non-governmental structures, as well as over 25 focus-group discussions. The book reveals not only types, frames of expansion, frequency, causes and consequences of family violence, but also peculiarities of the perception of this phenomenon in Armenian reality. Possible ways and methods to prevent violence are recommended. The research can be used in developing and implementing practical programs aimed at the struggle against family violence. This was the title of the dialogue, jointly initiated by the Armenian and Turkish Committees of Helsinki Citizen’s Assembly, held June 29-30, 2002 in Istanbul, Turkey. Participating in the meeting were representatives of NGOs from Armenia, Turkey and the Diaspora, historians, archeologists, journalists, researchers and politicians. The dialogue, organized within the framework of Open Society Institute’s East-East Program, covered the following topics: The state of the art: the current trend in relations between the two countries and relevant issues; History and cultural background; Identity issues; The role of media, perceptions in public opinion: the “Armenian” problem in Turkey and the “Turkish” problem in Armenia; The role of intellectuals/academia: science, ethics and nationalism; Future perspectives and opportunities for collaboration. The reports of Armenian and Turkish delegates were followed by discussions. As stated by Anahit Bayandur, Chairwoman of the Armenian Committee of Helsinki Citizen’s Assembly, “The meeting was hopeful. A willingness to listen, understand and frankly express opinion was dominant among the participants. I think these dialogues should be organized more often, and their frameworks should be expanded. June 18-20, 2002, Children’s Healthcare Association NGO, with the assistance of World Bank/Armenia, organized a meeting on Integrated Management of Childhood Illness Strategy (IMCI) as a Model of Integrated Intervention to Improve Health and Social Welfare in Armenia. The purpose of the meeting was to introduce the model of an integrated public health program and to prove the effectiveness of its application. The World Health Organization’s IMCI Strategy has been chosen as a model program. Participating in the meeting were representatives of ROA Ministry of Health, medical institutions and Yerevan State Medical University. The speakers focused on the development basis of IMCI Strategy, preconditions for putting the IMCI Strategy into practice and implemented activities in Armenia, the role of IMCI in healthcare reforms. The meeting was followed by a site visit to an IMCI pilot site – Martuni town in Gegharkunik region, where meeting participants were familiarized on the spot with medical institutions’ activities according to IMCI regulations and the results of having put IMCI into practice. Meeting participants concluded that the IMCI Strategy was an effective model of integrated action and suggested it be applied it within the framework of an overall strategy for poverty reduction. The NGO focused on the following issues: general condition, education, housing conditions, employment, response of non-governmental structures to problems of the disabled, health, rights and awareness. Based on its research, the NGO will develop its strategy for the coming three years to effectively and comprehensively conduct its activities. Research results are available for those interested. The roundtable was part of the above mentioned project focused on the development of a packet of suggestions and recommendations to present to public and legislative bodies, as well as institutions dealing with NGOs. Through research, the NGO will clarify the level of providing social and psychological services by NGOs in the field of mental health, as well as the need for licensing NGOs. Participants of roundtable – NGOs acting in the field of mental health, lawyer, representative of a public structure and those of international organizations – came up with a number of recommendations on clarifying the goals and objectives of the packet, involvement of local NGOs in the process of developing a licensing system, ways of putting the system into effect and legal issues. The Association of Practical Psychologists plans to organize other roundtables to listen to all interested parties. Professionals’ suggestions will be considered and summarized in the designed packet. Makur Yerevan (Clean Yerevan) is the Tufenkyan Foundation’s initiative aimed at establishing a feeling of ownership among Yerevan’s population towards the city and country, as well as beautifying the city. For already one year, activists and volunteer citizens taking the initiative, have devoted the first Saturday of each month to cleaning significant parts of Yerevan and yards of blocks of flats. Thus, as a result of activities conducted over the past months, ten streets and six yards in significant parts of Yerevan have been cleaned; one of the central parks of the city is to be cleaned on September 7. The Makur Yerevan initiative is part of the Tufenkyan Foundation’s Our City is Our Home Program, which also envisions repairing entrances of Yerevan apartment houses by involving the inhabitants. Tufenkyan Foundation cooperates with volunteers from Union of Armenian Volunteers, Cambridge-Yerevan Sister Cities Association, Armenian Habitat, Orran, Husatu and Hogatsutiun NGOs.

PARTICIPATION OF ARMENIAN NGOs IN WORLD SUMMIT ON SUSTAINABLE DEVELOPMENT From August 26 through September 4, 2002, representatives of public structures, NGOs and business sector came together in Johannesburg to participate in the World Summit on Sustainable Development. Assembled under a common goal – to improve people’s lives through conserving natural resources – Summit participants listened to the responsibilities of governments and society as related to the implementation of Agenda 21 – global plan of action for sustainable development, adopted during the 1992 UN Earth Summit in Rio de Janeiro. Representatives of three Armenian NGOs participated in this significant event on issues of harmonious development of the fields of economy, ecology and social welfare. ZINVORI MAYR NGO’S PROJECT TOWARDS ARMY STABILITY The presentation of We Strengthen Together digest and videofilm, produced by the Republican Committee Zinvori Mair (Soldier’s Mother) was held on September 10, 2002. The materials were developed within the framework of The Law is Good When in Effect project, implemented with the assistance of Eurasia Foundation with funds received from USAID. The goal of the project was to assess and monitor results of amendments made in military legislation and their impact on mechanisms of execution and application of the law. Within the framework of this project, being implemented since May 2001, a legal protection and consultancy center has been open in Yerevan for 1, 300 young people of pre-military and military ages, as well as for their parents. Training courses have been held among facilitators from five regions of Armenia (Armavir, Lori, Shirak, Gegharkunik, Syunik) for them to conduct legal awareness raising activities among conscripts’ parents. The digest covers materials highlighting ten years activities of the NGO in the national army stabilization process. There are also letters and complaints of conscripts and the parents of those in the military, that have received feedback by rights protecting and justice bodies. We Strengthen Together videofilm presents the military and statesmen, who have been standing in the cradles of development of the national army and have made a difficult path towards the establishment of a legal state and rule of law in the army. PROTECTING THE EMPLOYMENT RIGHT On August 28, 2002, on the initiative of Araza Charitable NGO, representatives of NGOs, trade unions and international organizations met within the framework of Protecting the Employment Right project. To improve the legislative and regulatory framework related to the employment field, the NGO’s project has the goal of making amendments in the ROA Law on Population’s Employment, through involving NGOs and trade unions dealing with employment rights protection issues. For this purpose, Work and Law coalition, uniting Galik, Eva, Zoravig and Union of Independent Journalists NGOs, has been created. The coalition convenes roundtables and public debates among interested parties in Yerevan, Gyumri, Vanadzor and Noyemberyan to discuss the ROA draft Law on Population’s Employment. To raise the level of population’s awareness advocacy activities are conducted – radio and TV programs, publication and dissemination of printed materials. During the August 28 seminar, coalition members spoke on the significance of legislative amendments in the employment field and suggested ways of involving NGOs and trade unions in this process. IMPROVING LIVES OF DISABLED CHILDREN Since June, 2002, Tatev 95 Center for Psychological Assistance and Consultancy, through funding support received from UNICEF, has been implementing Let’s Strengthen Families project, aimed at improving the lives of disabled children. The project envisions providing psychological assistance and conducting training courses for the parents of disabled children and the staff of six structures (NGOs, international organizations, medical institutions) dealing with the disabled. In the course of the past two months, the NGO worked with parents of children undergoing treatment in Arabkir Hospital and Institute of Haematology, as well as with the medical staff. Parents were provided with individual and group psychological assistance and knowledge and skills necessary for establishing proper relationship and caring for disabled children. Medical staff was trained on psychological issues related to the treatment of disabled children. The model, developed as a result of this activity, may be applied in other medical institutions.
