Since 1997, the NGOC has been involved in providing training and technical assistance on advocacy and public policy advocacy as well as managing relevant grants to NGOs whose activities have been and are directed towards influencing decision making systems. Starting from 2001, the NGOC was actively promoting the concept of social partnership. The achievements in this field include: extensive training and technical assistance to NGOs, representatives of national and local governments, establishment of two social partnership mechanisms on both levels: national and local. The most prominent activity was implemented throughout the period of 2003-2005 – social partnership grants programs. Grants from $7K – 22K were awarded to implement social projects. 20% of the total project costs were provided by diverse state and business structures. This was a successful enactment of the previously mentioned social partnership mechanisms created to consolidate NGOs, donors' and government’s resources to solve problems of vulnerable persons.
Within the framework of its operations, the NGOC conducted research and surveys either directly or through financially supporting relevant research initiatives by NGOs. These include: analysis of media coverage on NGOs, measuring social capital in selected communities of Vanadzor and Giumry, etc.
